I need to find the name of a book?

This has been bugging me for a while. I remember reading this book when i was young and i can not remember the name of it. I remember it is a childrens book about a young boy at the beach with his family and he is afraid to go into the water. the cover of the book has a boy on it and its like a dark background. I am thinking its something like deep dark sea or like im afraid! i read the book around 1999 if that helps. Haha let me sleep tonight help me figure this out
