My daughter is renting a purpose built unit designed as a childrens nursery,can the landlord charge VAT?

It isn't up to the landlord whether he charges VAT or not. If he is VAT registered then he/she is obliged by law to charge you VAT. If he is not VAT registered then he can't charge VAT (although he could charge something similar but not VAT.
