How can i tell my sister she's not putting her kids first?

Unfortunately, there is not much you can do. Unless they are being really neglected, parenting styles are not a crime (or lack thereof, in this case). If you can, talk to your sisters husband of the father if they are no longer married. Tell him your concerns, unfortunately he is about the only one that can do something about it.
